Xi Jinping stood in front of the leaders of ten other major economies on Sunday and offered them something the United States has not: a formal seat at the table for shaping how artificial intelligence gets built and governed. Speaking at the BRICS summit in New Delhi, the Chinese president proposed that China lead the creation of an "open-source zone for artificial intelligence" spanning the bloc's member nations. The bloc's own joint declaration, issued a day earlier, pointedly did not endorse the specific idea.
What Xi Actually Proposed
Xi's pitch, delivered as part of what Chinese state broadcaster CCTV described as his "initiative on open-source and inclusive AI," committed China to leading the creation of a BRICS community built around open-source AI development. The specifics, according to a Ministry of Foreign Affairs readout of his remarks, include supporting cooperation on developing and applying large language models, holding AI seminars and training courses for member countries, and building what Xi called "an open ecosystem for AI." He framed the ask directly: BRICS nations should "strengthen cooperation in the field of AI, encourage open source, openness, collaboration and sharing."
This was not a standalone announcement. It built directly on a larger initiative Xi launched two months earlier, in July, when China formally established the World Artificial Intelligence Cooperation Organization, an independent intergovernmental body headquartered in Shanghai. Twenty-nine countries signed on as founding members at that launch ceremony, including Russia, Brazil, Indonesia, Pakistan, Kazakhstan, Belarus, and Serbia, alongside a broad swath of African and Latin American nations. Notably, no Western or Western-aligned country appeared among the founding members, and none were expected to. At the BRICS summit, Xi extended a direct invitation for the bloc's own members to join that existing organization, rather than proposing something entirely new.

For a developing economy without the capital to build its own frontier AI infrastructure from scratch, or the budget to pay ongoing API fees to an American lab, a genuinely open, freely modifiable model is a categorically different proposition than a closed one. Xi's pitch is betting that this practical, cost-driven appeal will outweigh whatever hesitation individual BRICS members feel about aligning too closely with a China-led governance structure, particularly among countries that are simultaneously trying to maintain working relationships with Washington.
The Concrete Offer Behind the Rhetoric
Xi's proposal was not purely aspirational language. At July's WAICO launch, China pledged 5,000 specialized AI training slots for developing nations and committed to deploying its "Mazu" AI-powered weather forecasting system across 30 countries over five years, according to Caixin Global's reporting from the Shanghai ceremony, which was itself attended by UN Secretary-General António Guterres. That kind of concrete, immediately usable capacity-building offer, actual training programs and a working weather-forecasting deployment, is a meaningfully different pitch than abstract governance language, and it is precisely the kind of tangible benefit that tends to win over developing nations regardless of the broader geopolitical framing attached to it.
China's State Security Minister Chen Yixin reinforced the framing with a sharper edge in a subsequent published article, arguing that certain unnamed countries are using "blacklists, closed-source ecosystems, and tech curbs" specifically to "sever global AI industrial chains and supply chains," language clearly aimed at U.S. export controls without naming Washington directly. That framing positions China's open-source push not merely as generous capacity-building, but as a deliberate counter-strategy to American technology restrictions, an argument likely to land differently depending on whether a given country has itself been on the receiving end of those restrictions.
Guterres's Complicated Endorsement
The United Nations' own posture toward this Chinese-led initiative adds a layer of legitimacy that is worth examining carefully rather than taking at face value. Guterres attended July's WAICO founding ceremony in person and, according to Caixin's reporting, specifically praised China's open-source AI models while separately warning that AI risks widening global inequality if access remains concentrated among wealthy nations and a handful of dominant companies. That warning echoes almost exactly the finding published just weeks earlier by the UN's own Independent International Scientific Panel on AI, which found that the United States and China together control roughly 90 percent of the world's frontier AI computing capacity, leaving developing nations dependent on whichever major power is willing to share access.
Guterres praising China's open-source approach while simultaneously warning about global AI inequality is not a contradiction so much as a reflection of the UN's genuinely difficult position here: an organization built around universal, neutral governance is watching two competing national blocs, one led by Washington, one increasingly organized around Beijing, each build parallel institutions and alliance structures that operate largely outside traditional multilateral UN frameworks altogether. Praising China's specific technical contribution does not commit the UN to endorsing WAICO as the global governance solution, and Guterres's own remarks stopped short of that broader endorsement.
A Pitch That Landed the Same Week as a Different Kind of Warning
The timing here is worth noting directly, even if the connection is coincidental rather than coordinated. Xi's BRICS AI pitch landed in the same 48-hour news cycle as Anthropic chief executive Dario Amodei's own public call for the AI industry to deliberately slow down how fast it improves model capabilities, an essay that drew immediate public agreement from OpenAI's Sam Altman and Elon Musk. Those two stories, arriving within a day of each other, capture two entirely different anxieties currently shaping global AI discourse. American lab leaders are publicly worried their own technology is advancing too fast for safety oversight to keep pace. China's president is simultaneously working to position his country's more open, faster-diffusing AI ecosystem as the responsible, generous alternative for the rest of the world to build on. Both framings serve each side's strategic interests neatly, and neither fully accounts for the other's underlying concern.
What Happens Next
WAICO remains a genuinely new institution, and several of its core operational questions, including its formal leadership structure, financial arrangements, and whether it will ultimately issue binding rules or merely voluntary recommendations, remain publicly unresolved months after its founding, according to reporting at the time of its launch. Xi's BRICS pitch this week functions as an attempt to expand that still-forming organization's membership and legitimacy before those foundational questions get settled, recruiting members now while the structure itself remains flexible enough to accommodate whoever joins early. The Japan Times reported that Beijing will likely push this same governance agenda again when it hosts the BRICS summit in 2027, with state media already signaling AI as a central theme.
