OpenAI Launches ChatGPT for Teens Amid Minor-Harm Suits

OpenAI rolled out ChatGPT for Teens on August 18, restricting romantic language and self-harm content, amid active lawsuits.

ChatGPT will no longer tell a teenager it loves them. Starting Tuesday, August 18, OpenAI began rolling out ChatGPT for Teens, a distinct version of its chatbot for users ages 13 to 17 that strips out romantic language and terms of endearment, refuses to claim it has feelings or consciousness, and automatically activates for anyone its systems predict is a minor, whether or not that person ever told it their real age.

What Actually Changes for a Teen Account

The rollout is global, covering both free and paid personal ChatGPT plans, with full availability in Australia expected by September 8 as OpenAI continues expanding access in the coming weeks. The teen experience is not simply the adult product with a filter bolted on. OpenAI built specific behavioral changes into how the model responds. It is barred from using romantic or intimate language with teen accounts and is more strongly instructed to avoid suggesting it has feelings, consciousness, or emotions, changes the company frames explicitly as reducing anthropomorphism and emotional dependence. Teens using the product for extended stretches will get more frequent break reminders, including prompts reminding them they are talking to AI rather than a person, along with warnings before uploading images that could be private or sensitive.

The education side of the launch may prove just as consequential as the safety side. A new Study Mode is designed to walk students through problems rather than hand over finished answers, paired with what OpenAI calls "responsible homework reminders" intended to detect when a teenager is trying to shortcut an assignment rather than actually learn the material. Parents who link accounts with their teens gain access to Parental Controls, including the ability to set quiet hours, though OpenAI has been explicit about one limit: "Parental controls do not let a parent or guardian read or monitor the teen's conversations." Notifications only surface in narrow situations, including self-harm risk, violent activity leading to an account ban, and, as of this rollout, certain eating-disorder-related situations.

The Age Problem Nobody Has Actually Solved

The mechanism deciding who gets routed into this experience is the part worth scrutinizing most closely. OpenAI does not verify ages in any binding sense. Instead, the system relies on three signals: the birth date a user entered when creating the account, formal age verification when available, and an in-house age-prediction system that OpenAI describes as analyzing account-related signals, including the broad topics a user discusses, when they use the product, how the account behaves, and how long it has existed. That last piece means an account can be moved into the teen experience even if the user originally entered an adult birth date, purely because the system's behavioral inference contradicts the stated age.

OpenAI acknowledges directly that this prediction system can make mistakes, and built an appeals path for adults incorrectly flagged as minors. What the company has not published is any accuracy rate for the system in either direction, how often it misses actual minors who type in a fake adult birthdate, or how often it wrongly restricts adults. Given that Pew Research found 64 percent of American teenagers had used an AI chatbot as of a September-October 2025 survey, with ChatGPT alone reaching 59 percent of that age group compared to 23 percent for Gemini and 20 percent for Meta AI, the population this system needs to correctly classify is not a small edge case. It is the majority of a nationally significant demographic.

Why This Launch Arrives Now, Not Sooner

OpenAI's own announcement frames this as addressing an urgent developmental reality: today's teenagers are, in the company's words, the first generation to grow up with artificial intelligence already embedded in how they do schoolwork, ask questions about daily life, and, increasingly, seek companionship. That framing is accurate, but it is not the whole explanation for the timing. OpenAI is currently facing active lawsuits alleging that interactions with ChatGPT contributed to harm involving minors, litigation that sits in the background of this launch whether or not the company's own messaging references it directly. The company is simultaneously preparing for what could become one of the largest initial public offerings in history, having already filed confidentially for a listing that could value it at up to $1 trillion despite losing roughly $1.22 for every dollar of revenue it currently generates.

Unresolved litigation over harm to minors is precisely the kind of liability exposure that makes institutional investors nervous during IPO due diligence. A product overhaul addressing exactly that risk category, arriving months ahead of a planned listing, is worth reading as risk management as much as child safety policy, and the two motivations are not mutually exclusive. OpenAI has also been consolidating decision-making authority at the top ahead of that same listing, a structural pattern where major product and governance changes are increasingly clustering around the IPO timeline rather than arriving on an independent product roadmap.

The Model Choosing Not to Sound Like a Companion

The decision to strip romantic language and emotional claims out of the teen experience is a direct acknowledgment of a problem the entire AI industry has been reluctant to name plainly: chatbots designed to feel warm, responsive, and personal are, by design, easy to form attachments to, and that is especially true for adolescents still developing the judgment to distinguish a simulated relationship from a real one. This mirrors, in a different regulatory register, what China did in July when Beijing's anthropomorphic AI law forced ByteDance's Doubao and Alibaba's Qwen to shut down millions of custom AI companion agents, citing similar concerns about users, including minors, forming unhealthy attachments to AI personas engineered to feel emotionally responsive.

The two approaches differ sharply in method. Beijing moved through blanket state mandate, banning an entire product category outright. OpenAI is attempting a narrower, voluntary fix: keep teens using the product, but re-engineer specifically how the model expresses affection and emotional presence within it. Both responses share the same underlying premise, stated openly in China's case and only implicitly in OpenAI's design choices, that AI systems capable of simulating emotional intimacy pose a distinct risk to younger users that ordinary content filtering does not address. Whether OpenAI's narrower, product-level fix proves as effective as China's outright ban is an empirical question neither government nor company can currently answer, since the teen experience just launched and has no track record yet.

What This Doesn't Resolve

The honest caveat sitting underneath this entire rollout is that OpenAI has built a classification system it admits is imperfect, layered a genuinely different product experience on top of it, and is now trusting that combination to correctly identify and protect a population of tens of millions of teenage users in real time, across every conversation, on the first try. Meta's approach to teen accounts on Instagram, which OpenAI's own framing draws a direct comparison to, has faced years of criticism over exactly this kind of imperfect age detection failing at scale. ChatGPT for Teens is a genuine, substantive product change, not a cosmetic one, and the specific restrictions on romantic language and emotional claims address a real and previously under-addressed risk. Whether an imperfect, self-reported and behaviorally-inferred age system is enough to actually keep the teens it is designed to protect inside the safer version of the product, rather than outside it entirely, is the question this launch has not yet answered and will only be tested by how the system performs once tens of millions of real, occasionally deceptive, occasionally curious teenagers start using it.
